The opaque world of the global maritime industry makes it exceedingly difficult to prevent North Korea from obtaining oil, despite sanctions.
It should not be that hard to trace North Korean tankers.  If they leave North Korea for any destination keep them under satellite surveillance and if they hook up with another tanker seize to one loading if or violation of UN sanctions.  You could also probably seize the North Korean tanker legally too.
