US to set up cyber command outside of NSA

The administration is finalizing plans to revamp the nation's military command for defensive and offensive cyber operations in hopes of intensifying America's ability to wage cyberwar.
While ISIS is an obvious target, the US has been subjected to cyber attacks from China, Russia, and Iran and has shown little ability to counter them to date.  It needs to become more aggressive on all fronts.
