Mexico gets tough on Mexicans?

NY Times:

While Scolding Trump, Mexico Aims to Curtail Rights

A bill submitted by a close ally of President Enrique Peña Nieto to overhaul the legal system would set back human rights in Mexico by decades, experts fear, while another bill would legalize the military’s domestic security role.
Mexico does have a law and order problem, but there is no assurance that these changes will do anything to fix the problem.  Outside of the Mexican Marines, there is a question about how corrupt the military is in dealing with the criminal insurgency by drug leaders.  Mexico is a marginal culture at this point.  Perhaps those returning from the US can help them improve it.
