Drones are used because the US does not have access to the use of ground forces in Pakistan

NY Times:

Drone Strikes on Al Qaeda Are Said to Take Toll on Leadership in Pakistan

Strikes like the one that killed two Western hostages have forced militant leaders to regroup and seek shelter, analysts say.
Pakistan has this quant position that its sovereignty should prevent the US from sending in special forces to deal with people who actually violate Pakistan's sovereignty like al Qaeda.  If Pakistan actually worried about sovereignty, it would expel all the al Qaeda fighters and accept the help of the US in doing so.  Instead. it tolerates their occupation of Pakistan and occasional drone strikes against them.

The problem is the decapitation strikes have done little to stop the growth of the radical Islamist who are waging war against the US.  They are stronger and more numerous now than they were when Obama took office.  The drone strikes also make it difficult to get the intelligence needed to find and destroy operations  thus making it easier for the enemy to launch terror strikes.  We should be capturing these people and interrogating them at Gitmo or elsewhere.  It should be clear now that Gitmo is not creating terrorist anymore than any other operations to stop their war effort.
